chore: 更新本地配置并补全页面导航栏标题配置

1.  调整.local.config.js中的测试平台配置项，替换原有54号配置为18号并新增48号配置，同时修改默认启用的低空经济项目id为2482
2.  在pages.json的所有页面配置中统一添加navigationBarTitleText空配置项，修正部分页面的APP端导航样式适配
