fix(login): 鸿蒙元服务环境隐藏协议勾选框

- 鸿蒙 ArkUI 渲染引擎对动态 class 绑定（含 :before 伪元素）支持不完善
- 协议勾选状态切换后视图不刷新
- 暂时通过条件编译 #ifndef MP-HARMONY 在非鸿蒙环境显示勾选框
- 鸿蒙环境下跳过协议勾选校验
